Captain Desjardins has done a check on the distance from Hilo to SD along Peter's route.  He gets 2378 nm and says that a more realistic SOA at that time of year on that route would be 12.25 kts.  2378 nm at 12.25 kts is 8 days 2 hrs.  Peter needs an additional 10 hours of survey time along his route which increases this to 8 days 12 hours.  Departing Hilo at 0800 local and arriving in SD at 1600 local as Peter proposes in his memo provides 8 days 6 hours, 6 hours short of that needed at 12.25 kts.  Only option I see to accomplishing this is to depart the evening of Dec 7th and arrive in SD on the afternoon of the 16th.
 
Note that direct transit from Hilo to SD is 2167 nm.
